I plan to meet them at Heathrow, but before they leave the USA, I'd like to set up my other phone for use in the UK and give that to them. That way, they'll be able to phone me or make local (London) calls if for some reason we can't connect in Heathrow. I know how to obtain a SIM and activate service once I'm in London, but I have no experience with doing this ahead of time while in the USA. It looks like I can use a USA credit card to purchase and have sent to me in the USA one or more SIM cards that have already been activated with UK phone number. I would pay €19,90 per SIM card, plus €14,90 per £10 top up voucher. If I got two vouchers for the smartphone, I could use £10 to get 1G of data. Two SIM cards and three top up vouchers would cost me €84,50. That's about £62 or $92. Outgoing calls within the UK would be £0,25 for the first three minutes, £0,05, and unlimited free within the O2 network. Outging texts would be £0,12 within the UK, and unlimited free within the O2 network. Incoming calls and text wouid be free. I'd have more than enough data.
